1. Open Problem Candidates.
2. Review the linked evidence and recurring symptoms.
3. Promote a justified candidate to a problem or dismiss it with appropriate context.
4. Create a candidate manually when evidence warrants investigation outside automatic detection.

Expected result

A person makes the decision to start a problem investigation.

Important behaviour

Documented automatic detection uses at least five incidents sharing a CI or error code, without a time window. It is not AI root-cause analysis.
